The empty dialog
STEPS TO REPRODUCE
1. Settings -> Configure Kate...
OBSERVED RESULT
An empty dialog shows and closes in a short time, followed by the proper
configure dialog displaying.
EXPECTED RESULT
The empty dialog should not appear at all.
