If a user activate both trees, we can imagine the goal is to have left tree to control left panel and right tree for right panel, at least it is my opinion. Of course, a setting can override the default behavior, as well a key modifier (and why not a setting to modify the key modifier) I do not think a vote for the default is necessary, do whatever you prefer, as far as the user can choose its own behavior, it will match all needs.
