I tried to roll my own locale years ago because they said "use locale instead, it'll work" but it doesn't! Either roll a klocale or something that allows a user to select their own date time settings or honor a custom locale. (in apple this is easy - of all things Apple - just use the AppleICUDateFormatStrings/AppleICUTimeFormatStrings/AppleIntlCustomFormat).
