Thanks for the quick reply. I installed KDENLIVE using the installable Windows
version. I have Windows 10.
I can add and delete effects in the clip level. When I try using effects on the
track is when I run into the delete issue. I found that the issue is just not
for the sepia effect but for other effects too.

Hmm, works for me on Win11 and the same version of Kdenlive.
How did you install Kdenlive? Please post a screen recording of adding and
trying to delete the effect, if possible. Does it work for other effects?
