I've been able to reliably reproduce this so far by the following:
STEPS TO REPRODUCE
1. Lock the screen
2. Turn off the monitor directly via the power button (for me it's the monitor
OSD with a power action)
3. Turn the monitor back on
>From this point forward, while the screen is locked there will be high CPU
load.
For me, restarting "kwin_x11" via systemd ("systemctl --user restart
plasma-kwin_x11.service") temporarily fixes the issue until the screen ends up
turned off again.
