SUMMARY
When setting the Magnification level to 'normal' in the Shake Cursor page of
System Settings, there is no magnification at all when shaking the cursor, even
if the effect is enabled. A normal level of magnification would indicate that
there would indeed be some amount of enlargement of the cursor, but this isn't
the case.

STEPS TO REPRODUCE
1. Go to System Settings > Accessibility > Shake Cursor
2. Enable 'Shake cursor to find it' if it's disabled
3. Change the level of Magnification to the lowest possible setting (Normal)

OBSERVED RESULT
Shaking the cursor doesn't magnify it.

EXPECTED RESULT
Some amount of magnification of the cursor would happen.
