SUMMARY
Users with multiple layouts can get a semi-working OS if they add a non-English
layout as the first layout.

STEPS TO REPRODUCE
1. Settings -> Keyboard -> Configure Layout
2. Add any cyrillic layout, for e.g. Russian/Ukrainian/Belarusian
3. Add layout English (US)
(Order is important!)

OBSERVED RESULT
1. Some global shortcuts stop working. For e.g. Ctrl-Alt-T.
2. Any hotkeys in Java Swing applications stop working.

EXPECTED RESULT
The order of layouts doesn't affect shortcuts.
