SUMMARY
STEPS TO REPRODUCE
1. Set system audio theme to (for example) Oxygen
2. Do something that triggers the audible bell. (Like pressing Escape in GIMP)
OBSERVED RESULT
it plays the sound provided by freedesktop instead of the bell sound from
Oxygen
EXPECTED RESULT
it plays sounds selected in the theme.

ADDITIONAL INFORMATION
Either the audio themes need to stop shipping formats that're unsupported, or
more audio formats need to be allowed by more parts of kwin and system settings
and whatnot
