SUMMARY
Attempting to edit panel widgets is now blocked by the settings for the whole
panel when in edit mode.
STEPS TO REPRODUCE
1. Enter edit mode
2. Select show panel configuration (since you can no longer directly select the
panel widgets as before)
3. Select a panel widget to edit
OBSERVED RESULT
The panel settings cannot be moved and always blocks other widget settings,
preventing them from being edited.

I can edit panel widgets.
