SUMMARY
When the Overview Effect is active, the Application Dashboard, Application
Launcher, and Application Menu, can all be activated with a keyboard shortcut
(in this case, the Meta key). Pressing it can open and close the
Dashboard/Launcher/Menu.

You can see the Dashboard/Launcher/Menu in the Virtual Desktops preview at the
top of the Effect. Notably, it is **not** displayed on the window spread, just
the small Virtual Desktop preview along the top (and imo this is correct
behaviour, the Application Dashboard being present in the windows in the
Overview Effect would be bad).

 Pressing Escape to cancel the effect will open the Dashboard/Launcher/Menu.
For example if you were to activate the Overview Effect, press the Meta key by
mistake (or whatever key you bound it to), and then press Escape to cancel the
Effect, the Dashboard/Launcher/Menu would be activated.

It is also worth noting that even though the Application
Dashboard/Launcher/Menu doesn't appear in the spread windows, it can effect the
focus behaviour of these windows (See also Bug 488473). If you focus an element
of window:
- Activating the Overview Effect with a Screen Edge preserves the focus (i.e. a
focused YouTube search bar).
    - Activating the Dashboard/Launcher/Menu will un-focus the search bar on
the spread windows (i.e. on YouTube, the search bar highlight will disappear
and the suggested searches list will close as though you clicked off of the
search bar). 
    - Deactivating the Dashboard/Launcher/Menu (i.e. by pressing the Meta key
again) will resume the focus.
- Activating the Overview Effect with a Keyboard Shortcut partially unfocuses
the window (i.e. on YouTube, a focused search bar will lose its focus if the
Overview Effect is activated with a keyboard shortcut).
    - Activating the Dashboard/Launcher/Menu will at first have no effect,
because the focus is lost when the effect is activated with a keyboard shortcut
    - Deactivating the Dashboard/Launcher/Menu (i.e. by pressing the Meta key
again) will give the visual focus back, which it originally had when the effect
was activated but which it *does not visually have* when the effect is
activated with a keyboard shortcut

STEPS TO REPRODUCE
1. Have an Application Dashboard/Launcher/Menu entry and have it bound to a
keyboard shortcut
2. Activate the Overview Effect
3. Use your Application Dashboard/Launcher/Menu shortcut to activate it
4. The Application Dashboard/Launcher/Menu can be seen visually at the top of
the effect in the Virtual Desktops preview row
5. Cancelling the Overview Effect with Escape will display the Application
Dashboard/Launcher/Menu, just as if it were activated before the Overview
Effect (but this time it is activated *during* the Overview Effect, which is
undesired behaviour).

OBSERVED RESULT
The Application Dashboard/Launcher/Menu can be activated while the Overview
Effect is active.

EXPECTED RESULT
It should not be possible to activate the Application Dashboard/Launcher/Menu
while the Overview Effect is active.
