SUMMARY
Yakuake leaves space for a top panel set to "Dodge windows" even when the panel
is hidden.

STEPS TO REPRODUCE
1. Create a panel and set its position to the top edge of the screen
2. Set the panel visibility to "Dodge windows"
3. Cause the top panel to hide, for example by maximizing a window
4. Launch yakuake

OBSERVED RESULT
Yakuake does not appear at the top of the screen but instead leaves a gap for
the space that the panel would take up if it was shown.

EXPECTED RESULT
Yakuake should appear at the top edge of the screen when the panel is hidden
without leaving space for a panel that's not actually visible. If the panel
visibility is set to "Auto hide", this offset is not present and yakuake
appears at the very top, so I think panels set to "Dodge windows" should behave
in the same way.
