On my system, some of the behavior working OK now, but "Show target" still
exhibits the error.

I followed the setup in the original message.
1. In Dolphin, I opened the folder "test"
2. Clicked on "hello2?" and observed that "Link to file" in the bottom did not
show "%3F" - BUT it incorrectly showed "Link to ~/Downloads/test/hello"
(leaving off the ? at the end)
3. Right clicked on "hello2?" -> "Show target", saw an error "The file or
folder /home/tracey/Downloads/test/hello does not exist."
4. In properties of hello2? the "Points to" field correctly shows hello?/hello2
BUT clicking on the arrow button results in the same error as the last step
