That's what happens when I apply a transform mask after making a selection on a
portion of an image.
If I want to move the transformed layer, it moves randomly (not exactly
following
the cursor/mouse). In the attached video, you can see that it moves to the
bottom right of the screen. Hope that description helps! Thanks!
