I installed Kubuntu 16.10, at my Dell Inspiron 7720 laptop, both clean &
upgrading 16.04 and I had a very similar behavior with the external monitor. At
every reset Plasma 7.5 was loosing its settings, it was confusing the main
display, the Task manager Panel was in the wrong screen, the icons loosing
their postion etc.
