Hi Toni,
I reached out to Yunhe Guo, one of the people who work on zh_CN translations.
He said that they use Crowdin to do the translations and a script to sync the
translations with KDE's infrastructure. Crowdin outputs translation files with
current timestamps and he said he thinks he can improve the script.
