It only happens on the top of the screen (i.e. not when pushing a window to the sides of the screen). Moving the mouse sideways at the top of the screen causes the window to try to move up a few pixels to align the Y position of where the window was grabbed with the mouse Y position, but it can't and for some reason it then lags behind the mouse cursor. Once the window lags behind the mouse, moving the mouse more-or-less upwards causes the window to "catch up" slowly as you move the mouse. If the mouse cursor goes below the point this starts happening, the window X and Y follows the mouse X and Y correctly again. The issue only occurs when the mouse Y position is above the Y position of where the window was grabbed and the window can't move up any more, i.e. in only the top few pixels of the screen.
