It sounds like the "keep launchers separate" setting has become incoherent, and
should be used to let people get back to the previous behavior (which they
want) rather than the current behavior (which doesn't make a lot of sense).
Nonetheless, this bug report has to be closed as RESOLVED INTENTIONAL, since it
was intentional. Please open a new bug report to request that "keep launchers
separate" do something more sensible. Thanks.
