Applet when no network is present

When no network is present, the plasma-nm applet show only the two tick boxes
under the title (see the "no_network.png" file). There is no way to rescan the
networks except waiting (I don't know what is the rescan frequency) or
unticking/ticking the wifi box.

When at lease one network is available, the section "Available connections" is
shown and with it the reload button (see the "with_network.png" attachment).

Correct behaviour (according to me)

The reload button should be always present, independently of the number of
networks available.

I think that either one of the following should happen:

* The "Available connections" section is always shown, even if empty
* The reload button is moved to the line containing the wifi and airplane-mode
tick boxes.
