Enable notification sounds

So the idea is we have a slider, perhaps in quick settings or in system sounds,
that dedicates the level at which notification sounds are enabled for system
related entries. There could be 4 options (potently more). 
1 would be "silent" where all system notification sound is disabled, 2 can be
"default" where the system is set to it usual configuration when it's first
installed, 3 can be "noisy" where all system notification sounds are enabled
(or at least the ones that have a sound configured, but is disabled), then
finally 4 can be "custom" for when the user goes and modifies the settings
manually.
I got the idea when I was manually enabling system notification noises because
there's a fair bit disabled by default.

If implemented perhaps consider removing or replacing the setting in the below
attachment :
