Current behaviour of tint with accent colour is that the window gets tinted if
an accent colour is derived from the wallpaper or if a custom accent colour is
set. But if accent color is set to "Derive from Colour scheme", the color
scheme will not tint itself using the "highlight" color of the colorscheme.
