SUMMARY
On new plasma 6 panel is on wrong monitor after reboot. Might be related to
listing of monitors on 'manage desktops and panels' modal.


STEPS TO REPRODUCE
1. Have 3 screens (might work with 2)
2. Note order of them - lets call it (left to tight) A,B,C now
3. Right click on desktop and open "manage desktops and panels"
3.1 (not sure if related) somehow have situation where screens in that modal
are listed as B,A,C (middle one as left most)
4. Move panel around until it is on middle screen (not middle screen in modal,
but actual middle screen)
5. Save and reboot.
6. Note that panel is on screen A (left most one)
7. Open 'manage desktops and panels'
8. Note that screens there are listed as B,A,C AND panel is on B , so it should
be in the middle one, but it seems that panel is (on boot) mapped to screen
based on their position in that modal and not identity
9. Move panel to screen A (middle one on modal) - panel stays on left most
screen.
10. Move back to screen B (left most on modal) - panel appears on middle
screen.

OBSERVED RESULT
Panel placed on wrong screen

EXPECTED RESULT
Panel being placed on correct screen after reboot
