STEPS TO REPRODUCE
1. Select files and F2 to open file rename dialog.
2. use [date:"yyyy-MM-dd   hh-mm-ss   t"] as your rename format text.
3. Observe the New Name column, or Select OK to commit to file.

OBSERVED RESULT
Instead of the actual local time zone, the result always inserts "UTC"

EXPECTED RESULT
Expect to use time zone where images metadata specifies (where image was taken
based on PC time).
This use to work before. 8.3.0
