SUMMARY
KCM keys doesn't show shortcuts for applications, it says: "Error while
communicating with the global shortcuts service"
Hotkeys works fun, for example I can easily open Konsole using ctrl+alt+t, but
I just don't see the Konsole there in these settings because of this error.

STEPS TO REPRODUCE
1. Open KDE settings
2. Switch to "Shortcuts"
3. Wait a minute

OBSERVED RESULT
In the top of the windows the errors are displayed: "Error while communicating
with the global shortcuts service"
And there is no applications, for which I set up hotkeys.
EXPECTED RESULT
The error shouldn't be displayed and I should see my applications in the list.

Actually I have Debian testing and maybe it's their problem, but I don't know.
