Oh.. you're right, disabling Screens fixed it for me. Thanks :)

But now that I'm reading this correctly and know what it does, I still see a
problem here: "All other screens" means "All screens except the one with the
mouse cursor on it". If I remember correctly, there was a decision to define
the current screen like this, which might make sense in many situations... 
In this case though, because I'm navigating windows by keyboard, I would expect
the current screen to be the one with the currently focussed window.
