Just now, I've noticed that right-clicking the top panel (doesn't matter if on empty space, or on a widget) causes the context menu to appear in a separate wayland window at the center of the screen. This does not happen for the bottom panel. Not sure how to reliably reproduce this yet, I will update this report with more info as I uncover it. However, I felt it pertinent to make the initial report in case someone else has more info on this. I'm immediately setting this to NEEDSMOREINFO for this reason.
