SUMMARY
Entering edit mode for floating panel with "fit to content" width does not show
panel config but first on exiting edit mode
STEPS TO REPRODUCE
1. Right click on the desktop: Enter Edit Mode
2. Right click on the panel: Exit Edit Mode
OBSERVED RESULT
The panel config opens. Clicking on Exit Edit Mode a second time actually
closed it.
EXPECTED RESULT
The panel edit configuration always opens, no matter if clicking on the desktop
or on the panel
OR
The panel's context menu reads "Enter Panel Edit Mode" at step 2.
