second panel hack

SUMMARY
***
Option for floating panel to stay floated even with maximised windows.

Currently the only way to stop the floating panel from de-floating is to have a
second min-width panel act as a "buffer zone". (see screenshot)
***

STEPS TO REPRODUCE
1. Set up floating panel
2. Maximise a window

OBSERVED RESULT
Panel de-floats.

EXPECTED RESULT
Panel stays floating.

SOFTWARE/OS VERSIONS
KDE Plasma Version: 5.93.0 (Plasma 6 Beta RC 2)
KDE Frameworks Version: 5.249.0
Qt Version: 6.7.0

ADDITIONAL INFORMATION
An option would be great to stop the panel from de-floating and instead
maintain a small gap between the panel and the maximised window.
