This is due to a missing feature in Wayland, and while kwin's Wayland
implementation does include a lot of quality of life improvements above what is
required by the Wayland protocol, and "show on all desktops" can be set as a
window rule, adding support for applications to request this behavior - like
they do on X11 - has yet to happen. This is what bug #460873 is all about.
