defloted panel loads of room for it to float
I m used to plasma 5 and have the panel floating. I can make the panel
float(Neon unstable) I find that it defloats when ever there is an open window.
Regardless if there is plenty of room or not
STEPS TO REPRODUCE
1. set panel to height 22 and set it to floating
2. open any window and immediately panel unfloats

If space panel should float
