This puts them in a retrying state or they just show error. When they are retrying (2 messaging apps, 2 browsers, etc) it consumes system resources and makes startup even slower. STEPS TO REPRODUCE 1. Set Google Chrome to autostart 2. Restart OBSERVED RESULT Chrome starts up and restores all the tabs but the tabs fail to reload as the network is not connected. EXPECTED RESULT Chrome start after the network is up so the tabs can get loaded.
