STEPS TO REPRODUCE
1. In Plasma 5, move your panel to the left screen edge, make it centered, put
it in "Windows can cover" mode and give it custom min and max heights.
2. Upgrade to Plasma 6

OBSERVED RESULT
The panel is still on the left screen edge (good), still centered (good), has
changed from "Windows Can Cover" mode which was removed to "Dodge Windows" mode
(good). However it has become vertically maximized rather than retaining its
custom dimensions (bad). The height mode is set to "Fill height" instead of
"Custom" as it should have been.

EXPECTED RESULT
Height mode set top custom, and prior minimum and maximum heights should have
been preserved from their Plasma 5 values.

ADDITIONAL INFORMATION
This was tested in a KDE Neon VM, going from Neon User to Neon Unstable by
changing the repos and upgrading.
