Changing the global theme to "Breeze Twilight" isn't applied until the next
login.

STEPS TO REPRODUCE
1. Go to "System Settings > Colors & Themes > Global Theme"
2. Select "Breeze Twilight"
3. Click "Apply"
OBSERVED RESULT
The panel still has the standard "Breeze" theme.
EXPECTED RESULT
The panel should have the "Breeze Dark" theme.
