This is going to be a Firefox bug, not a Plasma bug; there's nothing we can do
to force this to happen like that. It's gotta be something in Firefox itself,
or how you've configured it. Firefox has a lot of hidden settings; perhaps
there's one being secretly used to restore tabs even though you've disabled the
one visible in the settings window.
