STEPS TO REPRODUCE
1. Set up Plasma desktop with an icons only task manager in a dock
2. login to a Wayland session
3. start an application from Kickoff or icons only task manager
OBSERVED RESULT
Icons are not scaled properly at login, and disappear entirely when an app is
started
EXPECTED RESULT
task manager shows icons at proper size, and continues to show them when apps
are started

ADDITIONAL INFORMATION
I have an error that is popping up at login for a "Failed Offline Update". I
don't know if that is impacting the Taskbar somehow or not.
