SUMMARY
When the System Settings window is tiled to the left, it extends past the
center of the screen and encroaches on any window tiled to the right. 
STEPS TO REPRODUCE
1. Open System Settings.
2. Press META+Left to tile it to the left side of the screen.
3. Open any other window.
4. Press META+Right to tile it to the right side.

OBSERVED RESULT
If the steps are done in this order, the new window will cover up about 1/5 of
the settings window (on a 1600x900 display. I'm not sure about larger
displays).

EXPECTED RESULT
The new window should only tile to the remaining screen space.

ADDITIONAL INFORMATION
I believe this issue is caused by the fact that System Settings has a minimum
window width but the tiling system doesn't account for that when tiling another
window and keeps the same half and half layout.
