It looks like the online thing is only opened when the user does not have
khelpcenter installed. I can still reproduce the bug on current master (I used
the kile-git package from the Arch AUR).
Updated steps:
1. Make sure khelpcenter is not installed
2. Open Kile
3. Press F1
It still opens the same nonexistent URL with the wrong branch:
https://docs.kde.org/index.php?branch=stable5&language=ta_IN&application=kile&path=index.html
