I have almost the same behavior:
1) KRunner only appears (but on proper place) if it's run from main monitor
(laptop's), it doesn't appear if currently active is the external monitor
2) Application Launcher shows up in the middle of the screen instead of being
next to the button. This time on external monitor it appears properly
