https://bugs.kde.org/show_bug.cgi?id=476323 suggests that this is related to
NetworkManager 1.44, and indeed I cannot reproduce this on Fedora 38
(NetworkManager 1.42) but can on Fedora 39 (NetworkManager 1.44)
