If "upstream" here refers to POSIX locales, then #3 seems out of place.  POSIX
locales are not a system for recording or expressing individual user
preference, are they?  I do agree that the problem would ideally be fixed
upstream with something system-wide, but that "something" may be a project that
doesn't exist at present.
