Everything is default, I'm running with a i5-7400 with an NVIDIA 1050ti, my monitor have 75hz, no extra monitors, normal scaling, 1080p. At Neon Abyss it happens with me at the loading screen. If you changed something related to the Plasma Panel I recommend to test it after reboot.
