Not sure this behavior is worth disabling. Many other widgets react to scroll
and this isn't disable-able. In all cases I think the answer is the same:
1. Don't scroll over it if you don't want to trigger the scroll behavior
2. If you do, scroll in the other direction to get back to where you were
before
