Slow motion

SUMMARY
***
Most of the animations in the overview are pretty laggy and feel like 20FPS,
like switching to another window, going to another desktop, and even going into
overview feels laggy and frames are dropped. CPU and GPU are not at their max
and have a lot of unused resources.
CPU Usage: https://ibb.co/1nnT31N
GPU Usage: https://ibb.co/chtGrgV
i noticed a strange thing, gpu memory frequency randomly goes to 7 ghz im not
sure why maybe it is a system monitor bug, i dont know if it can be related to
this issue
