In the meantime until this is fixed (see the bug report I just marked this as a
duplicate of) you can add
> [ModifierOnlyShortcuts]
> Meta=[dbus invocation of the thing you want it to do instead]
To your kwinrc file.
Obviously that's not very user-friendly, and fixing Bug 371560 will improve the
situation a lot.
