I can also confirm this behavior. In my case however it DOES happen with
ungrouped windows. In fact when testing it just now I didn't have any grouped
windows in the task manager at all. Just hovering above any given window's icon
in the task manager and scrolling will immediately freeze the panel for me like
how it's described in the initial report. My task manager settings are however
the same as yours otherwise.

Whether or not this is a separate issue I'm not sure, but at least it's a
consistent repro of the effects of the original reported bug. I will say though
that I never use the scroll wheel to switch between windows normally, and still
experience the issue frequently. So it seems to be triggered by something else
too, perhaps some other window switching/focus related action.
