Fast reactivation prevention of WindowHeap effects is counter-productive.

Prior of the rewrites of Present Windows and Desktop Grid, I could invoke the
effect, click a window and immediately initiate the effect again to select
another window, another virtual desktop or just to get back into the overview.

Plasma 5.25’s introduction of the WindowHeap-based effects brought a
reactivation prevention with a timed dead duration for reinvokeings that slows
you down. Right after an effect, I can click ten times without initiating the
effect again. This feels like a sticky key, it makes the desktop feel less
responsive.

I have made a *video comparison* between the old effects and Plasma 5.27’s
versions. Make sure to turn on audio to hear my clicks. I have mapped special
mouse buttons to the effects via xbindkeys.

EXPECTED RESULT
There shouldn’t be a waiting time until you can initiate an effect again. My
video makes clear how much faster you can work without those delays.
