Inactive Blur is a 3rd-party wallpaper plugin; you'll need to ask for support
from the author.
Based on the screenshot, I would imagine the problem is caused by either a code
error in the plugin, or a mismatch between the QML components requested by the
plugin and the QML components available on your system.
