There's logic to make a widget popup be centered on its panel if it *could* be centered while still 100% covering up the interactive area on the panel. Basically it's to let people emulate the Windows 11 style of a centered Start Menu when the thing you click on it o make it appear isn't itself centered, but would nonetheless appear underneath the popup if it was centered.
