You were right: it is in fact intentional. There's logic to make a widget popup
be centered on its panel if it *could* be centered while still 100% covering up
the interactive area on the panel. Basically it's to let people emulate the
Windows 11 style of a centered Start Menu when the thing you click on it o make
it appear isn't itself centered, but would nonetheless appear underneath the
popup if it was centered.

If you don't want this to happen for your System Tray popup, you'll need to not
make it as large.
