STEPS TO REPRODUCE
1. add file layer
2. add transform mask to file layer
3. move the transform mask or file layer with the Move Layer tool.
OBSERVED RESULT
Layer moves in the opposite direction of the mouse.
When layer is placed it moves one pixel to the left
EXPECTED RESULT
Layer moves with the mouse cursor and when placed it doesn't move one pixel to
the left.
