I had to use Process Explorer (https://learn.microsoft.com/en-us/sysinternals/downloads/process-explorer) to find it. Anyway, once I found it and killed it (it took 3 consecutive kill commands) I was able to uninstall and install as normal. I'd highly suggest digiKam *not* keep running in the background by default after exiting.
