Go to System Settings > Audio > Configure Volume Control 2. Look what your "Volume change step" is set to 3. Use volume media key on keyboard at least 10 times to see if it matches the entire time OBSERVED RESULT Volume increases by 4-6% at a time seemingly randomly instead of just increasing/decreasing by 5% at a time.
